“Making the Announcement” is a huge political plum and the decision of who gets that honor and who gets to share in it is a matter of protocol and perhaps some behind-the-scenes negotiation among office-holders. Such is the case when the decision is made to bring the national technology-sharing consortium Sematech to Austin. The site selection is set to be announced by Texas Governor Bill Clements on January 6, 1988 in the Chamber of the House of Representatives in the State Capitol Building.
